Historia

La Asociación de Municipios Integrados por la Cuenca y Territorios de la Laguna de Apoyo de Nicaragua (AMICTLAN) nace el 31 de julio de 2006. La integran desde su fundación Catarina, San Juan de Oriente, Diriá, Diriomo, Granada y Masaya.

AMICTLAN surge como uno de los logros alcanzados del Programa para la Gestión Ambiental Integral y Sostenible de la Laguna de Apoyo, Nicaragua (PGAISLAN), proyecto desarrollado en el 2006 a raíz de los resultados del estudio “Bases y Acciones para el Ordenamiento Territorial del Municipio de Catarina”, finalizado en el 2004. Dada la relevancia que adquirió este proyecto para la municipalidad de Catarina se consideró la importancia de replicar el estudio en todos los municipios que pertenecen a la Reserva.

class=El 31 de mayo de 2005 los Alcaldes de los seis municipios que rodean la caldera de Apoyo firmaron una carta de intenciones en la que se mostró el interés y la voluntad de proseguir con los Estudios de Bases y Acciones para el Ordenamiento Territorial en Apoyo; posteriormente, el 24 de febrero del 2006 acuerdan desarrollar el PGAISLAN.

Estas iniciativas encaminadas a proteger y gestionar de forma correcta la Reserva Natural Laguna de Apoyo han contado con la subvención económica de la Agencia Catalana de Cooperación al Desarrollo (ACCD) y el acompañamiento técnico de Geólogos del Mundo. En la actualidad ambas instituciones son los principales aliados de AMICTLAN y permiten el desarrollo del Programa Integral por el Ordenamiento de Apoyo (PIXOA).

Junta Directiva de AMICTLAN

La Junta Directiva de AMICTLAN la integran seis Alcaldes y un Concejal, quienes junto a los socios, Concejales de cada Gobierno Local, conforman la Asamblea General.
La Junta Directiva se reúne una vez al mes para tomar decisiones, coordinar eventos y recibir informes del desarrollo del Programa por el Ordenamiento Ambiental de Apoyo (PIXOA). La Asamblea General se reúne de manera ordinaria dos veces al año.

Oficina Técnica Regional de AMICTLAN, localizada en Catarina.La Oficina Técnica Regional de AMICTLAN se localiza en el municipio de Catarina, sitio donde se coordina la ejecución del Programa por el Ordenamiento Ambiental de Apoyo (PIXOA) y se acompaña toda acción encaminada a la protección de la Laguna de Apoyo.

Amictlan

AMICTLAN means ‘pool’ in Náhuatl, the language they spoke in Nicaragua before the Spaniards came. It is also an abbreviation of ‘Asociación de Municipios Integrados por la Cuenca y Territorios de la Laguna de Apoyo de Nicaragua’ which mean: ‘The association of Municipalities Cooperation towards the Lake and the various territories in Laguna de Apoyo, Nicaragua’.
Masaya, Catarina, San Juan de Oriente, Niquinohomo, Granada, Diria and Diriomo form the initiative AMICTLAN that was legally established on July 31, 2006.
The board of the association is working with the local governments of these seven municipalities and their partners: all council members who are a member of the General Assembly, an agency which normally meets twice a year for administrative decisions.

Mission Amictlan

Promoting the participation of the population, the sustainable management of natural resources, conservation of the nature of Laguna Apoyo, improving the quality of life of the population through proper risk management, achieving a better balance between humans and environment and managing economic development projects.

VisionAmictlan is a national organization that operates at the municipal field. She wants to be leader in conservation and in conducting innovative participatory processes to improve the quality of life of the population and of the flora and fauna in the area of Laguna de Apoyo.

Apoyo

La Agencia Catalana de Cooperación al Desarrollo (ACCD, which stands for ‘the Catalan Agency for Development Cooperation’) and the international ‘Geologists of the World’ escorted since 2004 the project to protect en preserve Laguna de Apoyo. Thanks to the contribution of this organization, AMICTLAN could be established.

Today the ACCD subsidizes the ‘Programa Integral por el Ordenamiento de Apoyo’ (PIXOA, which means ‘Integrated Program for the Development Plan of Apoyo’). This is a big project with the aim of conserve the rural area around Laguna de Apoyo. PIXOA was developed with technical assistance of the state authorities of Nicaragua who are experts in this field.

From 2009 the municipality of Barcelona finances various activities of PIXOA through the ‘Programa Barcelona Solidaria’ which means: the ‘Solidarity Program Barcelona’.

Other institutions that supporting AMICTLAN are: Fundación Biodiversidad, Fundación 2009, INETER, MARENA, CIRA, SE-SINAPRED, MINED and the UCA University in Managua.

Objectives of PIXOA

• To support AMICTLAN by coordinating and managing the nature reserve along Laguna de Apoyo together.

• To assist the seven councils of the municipalities around Laguna de Apoyo with making decisions by helping them on the technical part (in science, administration and jurisdiction) and in the field of environmental management and risk management, both at local and regional level .

• Assisting the technical units of municipalities in the characterization of the physical environment (consider the natural resources and geological threats) and the social environment for ‘Gestión Ambiental Integral y Sostenible’, which means ‘Integrated and Sustainable Environment’.

• To support Community Organizations and the population by providing education for prevention plans, risk management and environmental management.

• To accompany local governments in the implementation of environmental management and in reducing the geological threats.

Services AMICTLAN

• AMICTLAN has a library where you can find the studies which the organization did in and around the nature of Laguna de Apoyo, but also books on topics of general interest.

• AMICTLAN has materials such as videos, maps, guides and songs with information about the environment, the risks and civil society to spread.

• AMICTLAN supports state communities, municipalities and organizations by guiding them in the field of environmental management.

HOLANDES

Amictlan

AMICTLAN betekent in het Náhuatl, de taal die men in Nicaragua sprak voordat de Spanjaarden kwamen, vijver. Daarnaast is het een afkorting van ‘Asociación de Municipios Integrados por la Cuenca y Territorios de la Laguna de Apoyo de Nicaragua’ ofwel: ‘De vereniging van Gemeenten voor Samenwerking ten opzichte van het Meer en de verschillende Territoria in Laguna de Apoyo, Nicaragua’.

Masaya, Catarina, San Juan de Oriente, Niquinohomo, Granada, Diriá en Diriomo vormen het initiatief AMICTLAN dat wettelijk werd opgericht op 31 juli, 2006.

Het bestuur van de vereniging werkt samen met de plaatselijke overheden van deze zeven gemeenten en hun partners: alle raadsleden die deel uitmaken van de Algemene Vergadering, een instantie die gewoonlijk twee keer per jaar samenkomt om bestuurlijke beslissingen te nemen.

Missie van Amictlan
Het bevorderen van de participatie van de inwoners, het duurzaam beheren van de natuurlijke hulpbronnen, het behoud van het natuurreservaat Laguna nde Apoyo, door middel van een goede risicobeheersing de kwaliteit van het leven van de inwoners verbeteren, het bereiken van een beter evenwicht tussen mens en milieu en het beheren van economische ontwikkelingsprojecten.

Visie
Amictlan is een organisatie die intern opereert op gemeentelijk gebied. Ze wil marktleider zijn op het gebied van natuurbehoud en in het leiden van innovatieve participatie processen om de levenskwaliteit van de bevolking en de flora en fauna in het gebied van Laguna de Apoyo te verbeteren.

Apoyo
La Agencia Catalana de Cooperación al Desarrollo (ACCD, wat staat voor ‘het Catalaans Agentschap voor Ontwikkelingssamenwerking) en het internationale ‘Geologen van de wereld’ begeleidden sinds 2004 het project om Laguna de Apoyo te beschermen en de te behouden. Dankzij de bijdrage van deze organisatie kon AMICTLAN worden opgericht.
Tegenwoordig subsidieert het ACCD het ‘Programa Integral por el Ordenamiento de Apoyo’ (PIXOA, wat ‘Integraal Programma voor het Bestemmingsplan van Apoyo’ betekent). Dit is een groot project met als doel om het natuurgebied rond Laguna de Apoyo te behouden. PIXOA is ontwikkeld met de technische hulp van instanties van de staat Nicaragua die deskundig zijn op dit gebied.
Vanaf 2009 financiert het stadhuis van Barcelona, via het ‘Programa Barcelona Solidaria’ ofwel het ‘Solidariteit Programma van Barcelona’ verschillende activiteiten van PIXOA.

Doelstellingen van PIXOA
• AMICTLAN bijstaan door samen het natuurgebied Laguna de Apoyo te coördineren en te beheren.
• De gemeenteraden van de zeven gemeenten rond Laguna de Apoyo bijstaan bij de besluitvorming door te helpen bij het technische gedeelte (op het gebied van wetenschap, administratie en jurisdictie) en op het gebied van milieu- en risico beheer, zowel op gemeentelijk als op regionaal niveau.
• Het bijstaan van de technische eenheden van de gemeenten bij karakterisering van de fysieke omgeving (gekeken naar de natuurlijke hulpbronnen en de geologische bedreigingen) en de sociale omgeving voor de ‘Gestión Ambiental Integral y Sostenible’, wat ‘Duurzaam en Integraal Milieubeheer’ betekent.
• Gemeenschapsorganisaties en de bevolking bijstaan door middel van het aanbieden van educatie over preventieplannen, risicomanagement en milieubeheer.
• De gemeenten begeleiden bij de realisering van het milieubeheer en bij het beperken van de geologische bedreigingen.
